Draft Palmer Park Development Framework

The main purpose of the framework is to provide a master plan for the area, showing options for how a pool could be accommodated on site, whilst recognising the park’s history and its vital role as an open space serving the local community.

The consultation takes place between 14th December 2018 and 22nd February 2019. The Council is now seeking your views on the proposals set out in the document. Comments will be taken into account in drawing up a final version.

Relevant information is provided at www.reading.gov.uk/palmerpark. Copies of the Draft Palmer Park Development Framework are also available to view during normal opening hours at Central Library, Palmer Park Library and the Civic Offices in Bridge Street.

An exhibition will be held at Palmer Park Stadium (Wokingham Road, Reading RG6 1LF) between 3 p.m. and 8 p.m. on Tuesday 15th January 2019. This will provide an opportunity to speak with members of the team in an informal setting. There is no need to let us know if you wish to attend beforehand.

All written responses should be sent to [email protected] or Planning Policy Team, Reading Borough Council, Civic Offices Bridge Street, Reading RG1 2LU. Please provide written responses to the consultation by 5 p.m. on 22nd February 2019.

A few things strike me.

Firstly, this scheme does not seem to deal with the use of the existing building alongside the playground - presently a cafe I think. If a cafe forms a prominent part of the new sports area would that make the other cafe unviable? If so how would the building be used?

Secondly the parking almost comes to Palmer Park Avenue and removes a lot of the grassed area that is very used in the summer. With a well used car park grass parking areas tend to look very scruffy. Although the central area will return to pedestrian use (which is good) it will be predominantly paved and there will be an overall loss of grassed areas of the park.

Thirdly, cycling should be properly incorporated into the plan. There is an opportunity here to install a proper segregated cycle path across the park as you would find in Holland or Germany. Where there is space this should be done. Vastern Road at the back of the station is an example where for no extra cost cars, pedestrians and cyclists could have had their own areas but we ended up with shared pedestrian and cycle pavement.
